Glitter Isn’t Just About Looks—It’s a Compliance Issue Now

For years, glitter was all about color, shine, and creative effect. But as a supplier working with brands around the world, I’ve seen that change dramatically. These days, the first questions many serious buyers ask aren’t about shades or cuts—they’re about compliance documents, eco-certifications, and whether their glitter will clear customs.

Whether you’re selling into Europe or the U.S., understanding how environmental and cosmetic regulations impact glitter is no longer optional. It’s how smart businesses protect themselves from future fines, recalls, or even product bans.

Why Are Regulators Focusing on Glitter?

It might seem strange that something as tiny and joyful as glitter is under global scrutiny, but it all comes back to one thing: microplastics. Because glitter is typically under 5mm and non-biodegradable, it’s flagged alongside microbeads and other problematic plastics. Over time, these particles make their way into waterways and even human food chains.

I’ve watched regulations tighten as:

  • Scientists report microplastics in marine animals and drinking water
  • Consumers demand safer, planet-friendly products
  • Policymakers react with new rules pushing brands to reformulate

This shift is why many forward-thinking buyers now prioritize biodegradable or cellulose-based glitter—or at least want a supplier who tracks evolving compliance requirements.

EU Regulations on Glitter and Microplastics

No region has put microplastics under a sharper lens than Europe. The EU, through agencies like ECHA, is aggressively pushing to phase out intentionally added microplastics in consumer goods—including glitter.

Here’s a quick overview of what that means:

Glitter Use TypeEU Regulatory Status
Nail gels & polishesGenerally allowed (non-rinse-off products)
Body scrubs, soapsSet for phase-out under microplastic bans
Packaging & decorationsMonitored under REACH; environmental claims regulated

The EU’s flagship law, EC 1223/2009, covers cosmetic safety from approved colorants to heavy metal contamination. For loose or rinse-off glitter, new rules aim to heavily restrict standard PET-based glitter by 2025–2026, unless it’s certified biodegradable. That means if you’re exporting to Europe, it’s time to look seriously at cellulose glitter with TÜV OK compost or EN 13432 credentials.

U.S. FDA and Environmental Standards

While the U.S. is slower to regulate microplastics on a federal level, don’t let that fool you into thinking compliance is simple. The FDA tightly controls what colorants and additives are allowed in cosmetics, especially for sensitive applications like around the eyes or on lips.

Key U.S. compliance points include:

  • Must use FDA-approved colorants under 21 CFR Parts 70–82
  • Any cosmetic labeled for eye use needs even stricter pigment compliance
  • Solvent stability is critical to avoid bleeding into bases or top coats

Meanwhile, states like California and New York are introducing their own plastic-related legislation, which could pull glitter into broader bans or restrictions. And remember: in the U.S., “biodegradable” claims are regulated by the FTC, so you’ll need lab documents to back up eco-marketing language.

Tips to Ensure Your Glitter Products Are Compliant

I always tell my clients: it’s cheaper to ask upfront than to fix problems later. Before buying glitter for your brand or private label line, make sure you:

Compliance StepWhy It’s Critical
Get MSDS & TDS from your supplierShows raw material safety & composition
Confirm particle size specsHelps avoid inhalation hazard flags
Verify pigments against FDA/EU listsCritical for color compliance
Request eco-certificates for “green” claimsProtects against false advertising fines

Beyond paperwork, partner with suppliers who already have export experience to your target markets. It saves endless headaches when you’re ready to scale or pass regulatory checks.
